U.S. Supreme Court Justice Stephen Breyer was in Atlanta on Wednesday.
Breyer delivered the 24th annual Eizenstat Family Memorial Lecture at the Ahavath Achim synagogue.
Breyer told a packed hall that using the Constitution alone to make decisions doesn't take into account changing cultures.
"You can't just look to history to get an answer because history won't tell you very often. The historians divide on details of how some provision that has a value in it that we can agree upon applies to circumstances they never thought of -- the historians didn't think of it," Breyer said.
Breyer was appointed to the High Court in 1994 by then-President Bill Clinton.
