CLAYTON COUNTY, Ga. -

Two key races in Clayton County are heading for an August 21 runoff.

Unofficial results show that in the race for sheriff, incumbent Kem Kimbrough received 42 percent of the vote, while former sheriff Victor Hill got 38 percent.

In the race for county chairman, incumbent Commission Chair Eldrin Bell, appears to be in a virtual tie with former Clayton County Police Chief Jeff Turner, with both receiving 41 percent of the vote.

Turner shocked some political observers by coming within 12 votes of Bell.

"A lot of people are fed up, they are tired of what's going on with our current board and they want change," said Turner. "Too much in-fighting, too much dissension among them."

Bell, who is a former Atlanta police chief, points to his support of the controversial transportation tax as the reason for his lackluster finish.

"The one thing I've tried to bring about in the county, staying the adult in the room is stability," said Bell. "We can't just continue to become a training ground for the next person who thinks they can do better."

Former Sheriff Victor Hill, who faces a 37-count indictment related to his alleged behavior during his time in office, placed second to Kimbrough in a crowded field. Just over 1,500 votes separated the two.

"The largest number of voters showed their support for what we've been doing in this county," said Kimbrough.

Hill was not available to talk about his second place finish.  His attorney said that he was swamped with campaign commitments. Hill continues to blame his successor for the criminal case against him.

"The worst crime in Clayton County's history was under my predecessor. The worst lawsuits that we've ever been exposed to and all the judgments that we've paid out  -- all the taxpayer money that was wasted to pay those judgments was under my predecessor," said Kimbrough.

Around 36,000 cast their ballots on Tuesday, which was about a 24 percent turnout.

The Clayton County elections director said that she predicts 15 percent will return to the polls on August 21.
