A lawyer for a Georgia death row inmate set to be executed this week says the state Board of Pardons and Paroles has denied his client's application for clemency.
Brian Kammer said Monday he is "horrified and outraged" by the board's decision. His client Warren Lee Hill was serving a life sentence in 1990 for the 1986 slaying of his girlfriend when he killed a fellow inmate. A jury in 1991 convicted Hill of murder and sentenced him to death.
Hill's execution is scheduled for Wednesday.
Kammer argued before the board at a clemency hearing Friday that his client is mentally disabled and shouldn't be executed. Death penalty defendants in Georgia have to prove they are mentally disabled beyond a reasonable doubt to avoid execution.
