Atlanta City Council passes limited ban on bullhooks

Atlanta City Council passed an ordinance preventing the use of bullhooks on elephants, but only when they are used to break, scar or otherwise damage the animal's skin.

People for the Ethical Treatment of Animals (PETA) says the use is abusive to elephants.

Fulton County, which has the contract to enforce animal control in the city of Atlanta, has banned the bullhook.

They had warned that if the city council did not take action against the bullhook, they would cease animal control services in the city by the end of the month.
